Welcome to Scenic Properties
Water Association!

Scenic Properties Water Association exists for the purpose of maintaining a water system to provide clean, safe drinking water to all Scenic Water Association Members. We are compliant with all DEQ standards for safe drinking water. Thank you for working together as a community to make water accessible to everyone!

Scenic Properties subdivisions began when a large private ranch was developed into 3 subdivisions with just over 200 lots. Water rights for the land were established in 1913. In 1988 landowners filed articles of incorporation to formerly establish Scenic Properties Water Association.


Today our community of 111 owners works together to maintain access to clean drinking water to 199 lots. A freshwater spring feeds our large tank with water year-around, and is supplemented with a well.


Our Association has an elected Board of 5 members. As a community we meet annually to set goals.

Annual Meeting

As soon as you notice a leak or unusually wet area, contact a board member. They can help you determine if the leak is on your property and your responsibility, or if it is part of our community system. Please contact a board member before beginning any repairs. 2024-2027

I was born in Wyoming and moved to Lowman in 1989. I graduated from Garden Valley HS in 2005 and started working for the Forest Service doing trail maintenance in the summers. I received my bachelor's degree in Economics and began working for the Forest Service full time in 2008. In 2018 I bought my house in Lowman, and in 2020 married my beautiful wife, Mary. My son Barrett was born in August 2021. In my spare time I enjoy dirt biking, snowmobiling, house projects, and camping with my family.

I have been in Lowman since 2004. I have been on Scenic Properties Water Board for 7 years. I am currently serving as the Board President.

I have lived in Lowman 24 years full-time with Sheri. I have been retired from the retail services industry for 7 years. My dog and best buddy is Romo. In my free time I help take care of the church and cemetery grounds. I have been on the board for 10 years. I serve on the board because I feel like we are getting things done and making progress on our water system.

I have been in Lowman for 56 years, and lived full-time for the last 3 years with my wife Judy. I retired from the state of Idaho in March, after 35 years. I love spending time with my wife and two dogs, Nisha and Miah. We like hiking, camping, and hunting. I have been on the board for almost 2 years. I want to serve the community and help improve our water system.

Larry Reynolds

Water Operator

I have been in Lowman for 30 years. The first 18 I was a weekender, and I now live here full-time with my wife Kathy. I was in the Army, then retired from Idaho National Guard in 2001 after 25 years of service. I was previously on the board for 6 years. Now I am the Water Operator. I volunteer because I feel I owe it to my community. I feel that the Lowmanites are great people that always pitch in and help their neighbors.

Judy Wauhob

I have been coming to Lowman for 36 years, and lived here full time with my husband Kevin for 3 years. I retired after 32 years of service for the state of Idaho. I like to hike, camp, hunt, and keep busy. I enjoy working in the garden with my flowers and hanging out with our dogs, Miah and Nisha. I am a volunteer for the board helping out with Secretary and Treasurer responsibilities. I want to get to know the community more.

I have been in Lowman for 54 years. My husband Doug and I are weekenders and spend most of the summer days here. I have been a teacher for 32 years, so all school vacations are spent at the cabin! We are looking forward to retirement days where we can be more full-time in Lowman. I am a volunteer for the board helping out with Secretary and Treasurer responsibilities. I love this community, and I am happy to help in any way.
